Yes it can. Oestrogen is produced by the cells that surround the developing egg, so if you don’t ovulate you won’t make oestrogen, and if you don’t make oestrogen you won’t have periods. There are lots of reasons why you might have stopped ovulating but whatever the cause turns out to be, effective treatment is usually available. You will need treatment for two reasons. Firstly, it is not a healthy thing to be oestrogen deficient (rather like a woman who is post-menopausal) and you will need to take oestrogen in the form of tablets. Secondly, if the situation continues, you will need help to conceive.
